PHILCO	PH21M SS	This television arrived at the workshop with the power supply pulsing and the LED turned off. On preliminary inspection, I found q 802 (2n5551) shorted. I replaced it with the MPS 42, but it didn't solve the problem, and the power supply continued to pulse and the LED went off.	On the 3.3volt line, there is a zener diode that is not included in the diagram and on the board (ph c18) this diode is connected to the left side of r 818 which has its right side connected to the base of q804 together with zener 3v9.	The solution was to replace the q 802 2n5551 which was shorted and the diode that is not shown in the schematic or on the board, which was also shorted	JFR
